If your running geeklog 141, then look in your config to verify the following

If you have Geeklog 1.5RC1 then look in your configuration for

If you are unable to gain access to your site, then you will need to gain access to your database and verify the path in table gl_conf_value for path_pear

Also keep in mind that the PEAR files are distributed in a separate tarball, they are not part of the nightly CVS tarball, as stated here. The PEAR files can be downloaded separately from that page.
