If you are unable to gain access to your site, then you will need to gain access to your database and verify the path in table gl_conf_value for path_pear

Also keep in mind that the PEAR files are distributed in a separate tarball, they are not part of the nightly CVS tarball, as stated here. The PEAR files can be downloaded separately from that page.
