No information tooltip for [code], [raw], [page_break]

There is no tooltip for [code], [raw] and [page_break]. It would be usefull to many users.

[page_break] is an option on the comment form but it is not use on the comment display.

I added a feature request for the tooltip (1361) and one for the [page_break] autotag (1362).
