Can't upload plugins

I have a two GL installations on my local PC. When I'm logged in as "admin", one allows me to upload plugins, the other one doesn't. I've looked at the configuration and can't find anything wrong.

I wonder what this could depend on.

The 3 directories where the plugin files are located must be writable, i.e.

- plugins
- public_html
- public_html/admin/plugins
