lib-database.php missing

Upgrading from 1.6.1

Received this error. Looked but cannot find this file...."/public_html/admin/install/lib-install.php "
I don't even see a "system" directory "public_html/system/lib-database.php"

If I try a New install and enter the data base info, I get as far as :

I've tried to do a new install.
I removed all files, but saved my db-config.php and images dir.
I uploaded my db-config.php to my new install and clicked on install....


Now my error are

but I cannot find these dir's and files anywhere....do I need to make them?

File/Directory Permissions

/home/my/public_html/backups/ Change to 777 (Currently 0)

/home/my/public_html/data/ Change to 777 (Currently 0)

/home/my/public_html/logs/error.log Change to 777 (Currently 0)

Oops! Found all the other folders and files and installed them set all permissions correctly now, NO more lib-database.php error.

But says data base can not connect and I have tried everything to make it connect to my old data base.....

Well, I installed a new data base, user and password and did a new install.....Works!
