Header Image Resize

Is there any way (I know there is but how ?) to resize the header image I have an image but do not want it tiling, also I would like the header image to be bigger than the permitted size in Professional layout so where and how do i set image > 100% and depth 200 pixels ?

Use a photo editor to add blank space around the image.
