Installing Weather Plugin

I am trying to get the weather plugin installed but am having some difficulties. I have copied the files to their appropiate places. I can then go to the plugin page and see that Weather needs installed. I click on the link and I get the "This plugin has not been installed." page with the Install Button. I click on the button and nothing happens. I checked my apache error logs and my Geeklog error logs and nothing.

What am I missing?

The weather plugin is too old now. I don't think you should use it.

I suspect it's register_globals=off in php.ini as this is a legacy plugin it requires register_globals=on.
