Comments & Registered vs Anonymous users

I have comments restricted to only Registered Users,a nd it seems to be working just fine.
But rather than simply displaying an error when an anonymous user attempts to post a comment (or view a user profile, or submit a story, etc) it seems it would make more sense to Present the NEw User registration form along with some text explaining that it's restricted. In the language files, LANG03[6] seems to show that I'm not the only one who's thought of this, but I can't find any way to 'enable' this. In fact, I can't even find any evidence that LANG03[6] is used.
Is there a way to make it behave like this?
