story.edit and limiting submission to a particular topic

I setup 3 groups (All, Bob, Alex) with perimissions story.edit and story.submit.

I setup 3 topics
All - group All R/E
Bob group Bob R/E
Alex group Alex R/E

I setup 3 users
All permisisons All
Bob perimissinos Bob
Alex permissions Alex

I log in as Alex and can submit stories into Bob topic without any approval.
Is this working as intended?
If so, is there a way to limit users to publishing in only one topic?

If I remember correctly then a user can always write a story into a topic he can reed.

So if Alex is the owner of topic Alex and group is e.g. topic admin, tick off R and E for the group then he should be the only one (apart from the admin) who can write there. I don't use extra groups.

One problem though is the "featured story" and "also on front page". You cannot confine this on say the admin only.

There is some kind of hack, but I don't know if it still works on recent GL versions, look here.
