Change the html of article images

Is it possible to change the html of article images. I want to add a border and add a margin around all images. Where in what file, and how would I accomplish this?

use the following with IMG SRC like you use width and height.

border=1 hspace=1 vspace=1

BORDER= line border width, in pixels (relevant when the IMG element appears as clckable")

HSPACE is horizontal gutter (width of white space to the immediate left and right of the image)

VSPACE is vertical gutter (height of white space above and below the image)

I know the HTML codes I need to use, I just want to know what php file puts the
Text Formatted Code
<img src="blah">
 
when you upload an image using the geeklog upload form. How can I change that code to automaticaly give me a border and margin every image every time?

one more question... is there any way to modify what the Alt tag says? It would be great if i could make the alt tag the article title, is that possible?
