Clean theme Menubar messed up when upgrading from 1.3.9 to 1.3.11

My site ( http://www.small.to ) is now upgraded, but the menubar is messed up (no contribute link, lots of duplication.)

I'm sure it's something basic, but I can't seem to figure thisone out.
Any suggestions?

Check your header.thtml file.

Thanks. It's not fixed completely, but you've definitely pointed me at the right thing to look at.
(I think it's a conflict between the language file english.php and config.php menu_elements array, right now, but I'm not sure.)
