I would like to have user and pasword textboxes horizontally across the screen on top of my page...

You would have to move the contents of loginform.thtml into the header.thtml of your theme.
And you probably want to hide it, once people have logged in, for which you'll need some PHP code in header.thtml. See this thread for some inspiration.
