'Rate This' plugin???

on the downloads page, there is a "rate this file" link on the bottom of each thing. is there a plugin for this or is it only a part of the file management system? i was thinking about using something like that for the links, or even different sites that are reviewed on my geeklog site. if anyone knows of anything like this, please let me know. thanks.
