Why // in my sites URL?

Why does my site URL have double slashes in it? For example...
http://www.mysite.com//submit.php?type=story
It works otherwise so I'm not complaining it just looks weird. I tried playing with the various path settings in config.php but all the other settings I tried break the site. Does anyone know if I actually have somethig set wrong or is it OK to run it this way?

Thanks Dirk. I could have sworn I tried it both with an without a slash but I guess not. It is working now without the double slashes in the URL. Thanks.
