Can you explain $_CONF['minnews']?

I can understand $_CONF['limitnews']=X which creates enough pages to support only X stories per page.
But what does $_CONF['limitnews']=X suppose to do? Is it supposed to block the topic if it has less than X stories? But that's not what happens when you try it. Actually, I don't notice any changes with it.
