Permissions of multilingual blocks

The Multilingual blocks' Wiki article doesn't mention anything about permissions.
If you have:
1) about
2) about_en (disabled)
3) about_de (disabled)
Are 2) & 3)'s permissions (including topic placement) just dummy entries which are ignored? Just making sure 1)'s permissions (and topic placement) are the only things that count.
Please supply an answer and I'll update the Wiki accordingly.
