censor mode - alternatively alarm censor admin

One of the features I never use is the censor mode. The reason is that it may produce false positives. So I thought it would be much more clever to have it not censor and replace words but simply alarm the "censor admin" of a story, link, static page which seems to contain the words.

This FR could be part of the improvement "SoC core notification support"
