I want 2 seperate Static Pages plugins

I'm sure it's possible someway, but what is the easiest way?
These 'secondary' static pages have to be edited by a separate usergroup, like it's a kind of user pages plugin. We've got some people writing about travelling destinations, and I want to separate their pages from mine. There will be hundreds of pages.
Second question; it would be perfect if the menu labels could only should show up in a separate {plg_menu_elements}, so lets say in {my_plg_menu_elements}.
