the FCK Editor is great but some users are uploading large files and then resizing them to make small images, so sometimes an image of say 1.3 mb is displayed as 150 pixels wide, obviusly it would be great if the server would resize the image displayed once and then just display that each time. I guess it would use GD Libraries or Image magic .
Is there any way to achieve this ?

if you used Gallery2 or MediaGallery then you could disable the FCK's image handling altogether, and use an app that is meant for such things.
Both G2 and MG have fck plugins for placing images in stories.
