How do you install Themechanger

I just download the Themechanger and wonder how do I get it to work I did search the site and found nothing So can some one give me a hint on how to install it on my forum.

Add the code to you lib-custom.php (in the "system" directory), then create a new block of type "PHP block" and set it to call that function.
