How do I set an agreement at sign up that gives all the rules etc and you click OK at the end ?

This is something that can be done with the custom membership feature. You could include the checbox and link to the agreement on the registration page and only allow the new user registration to be processed if the member accepts. You could also redirect all new users upon first login to a page where they have to read a page of new user info and accept the terms there - saving their status.
