I can't change anything

...and I have register_globals = On
on php.ini(and I restarted apache).
Host, username (=root) and password written in config.php are goods.
I can't add or modify blocks, news, events, etc but I can change the forum. (?!)
Can anybody help me, please?

what happens when you try? any error messages? If so, what are they? Can you log in? etc.,
