Depends on the theme. Start with the CSS file (style.css) ...

I am using Professional theme and i tried to change text through CSS but it is not changing what so ever. what is the alternative method and how can i get to that particular file to change the text size.

In case of the Professional theme, the stylesheet is the correct place. You'll have to make changes in several places, though. Search for "font" and notice the % and pt values, as well as the occasional "smaller" keyword.
