Menu bug
It appears that if you comment out *all* the menu items in the new config.php setting that it defaults to show them all - just the opposite of what you want.
If you comment out all but one it works as expected.
Does it have to have one item to work or am I doing something wrong?

PS I know I can take out the menu in the theme files. Just thought I'd ask about this weird situation.
