A decent site title (in config.php) is the most important. If you want to use the other tags as wel you can change these in /layout/yourlayout/header.thtml.

It's quite easy to submit your site yourself at the major search engines like Google, Yahoo, MSN etc. Using submitting services and software often results in lots of spam since they ask your e-mail address.....
