I'm trying to find the setting that denies registration of new users. I want to register the members myself through the administration panel and allow them to log in on the front page. But I do not want anonymus visitors to have the possibility of signing up an account. How do I do this ?

I would also like to know how i convert a module, for example "links" to a block.

There is no such setting. Try a forum search - solutions for this have been discussed before.
