Time Zone - Default

I've looked at the Time Zone hacks and the instructions on Local Settings but it itsn't clear to me how to correct the following:

"Thursday, November 11 2004 @ 04:40 PM Pacific Standard Time"
I'm in the same time zone as my server which is Eastern (US)
