Can post stories to "non permitted" topics????

Hi,
got a weird one. I may be missing something obvious.
I've created a new group: "News" and given that group only story.edit.
Have a new Topic: "News" and (a) set the group to "News" and the group Permissions to: "RE"
The News group is not used anywhere else.
Unfortunately, members of the News Group can create Stories in other topics. They then can't edit them.
They can happily edit stories in the News Topic. - As expected.
Am I missing something? It seems that being able to create Stories in Topics one has no access to is not completely correct???
This is: Geeklog 1.3.8-1sr4
