Is "Sections" a default plugin?

I was wondering teh above question. I have been looking for the "sections" block/module/plugin and can't seem to find it anywhere...could I have possibly deleted it?

BTW: 'default' meaning comes pre-installed into GL 1.3.9

"Sections" is just the old name of the "Topics" block. And that comes built-in with Geeklog ...
