Can someone please tell me how to edit the "User Functions" block. I want to add some more options in that block.

The only option (without hacking Geeklog's core code) to add entries to the user functions block is to write a plugin, as plugins can add entries through an API function.

Alternatively, check out Tom Willet's Menu plugin.
