filemgmt permissions problem

Hi, I am trying to move the contents of my filemgmt_data directory from existing prod 138rc2 to new test GL139 which will point at a copy of the prod db. I am on a hosted service. Problem: the uploaded files are owned by "nobody", and as me I apparently can't copy them. Any ideas?
