I uppgrade from geeklog 1.3.7 to 1.3.8-1 something happen?
Admin lost access to edit artikels that admin makes,
and i can`t edit groups like groupadmin or storyadmin,
this message come up :sorry, no valid features were passed to this core group and saving could cause problem...bailing.

i just can edit plugins.
Can someone help?

This is a result of the tighter security in 1.3.8. You need to give your Admins access to the story topics, too. See the FAQ for details.

Can't really say anything about your other problems. I assume you did run the install script? Are you sure you've replaced all the files?
