How to override register_globals=off under Windows Serwer 2000 (IIS)?

Is it possible to override the settings under Windows Serwer 2000 (IIS) similarly to this solution from FAQ

It works for me on Windows. The php.ini file is basically the same for both windows and linux. Just search for the file. I seem to recall it being somewhre in the Windows directory.

But what to do if you don't have such access and cannot modify php.ini?
