Stats plugin only for Root users?

Hi,
the user statistics plugin STATS does not allow "stats Admin"-users to see the stats-only root users can... I think this is a bit strange... can anyone tell me how to allow stats-admins to use the plugin to full extend? or is this a conflict with other settings?
