Wondering if this can be done easily


I need to give a user limited Group admin rights. I do NOT want her able to make herself or anyone else a root user, a plugin admin, a block admin and a few other admin types. She basically needs to be able to assign users to groups, but not have the power to destroy things (like plugins, blocks, etc.)

I have put all of the groups this user should have rights to in one group called "nonroot Admin". Seems to me there should be a way to take advantage of this group so that she could be able to assign rights from it to others.

Is this fairly easily done? If not, would someone give me a heads up on how I might begin to put a hack like this together?
