Sure, use CSS.

For static pages that are not used on the frontpage, relative paths (relative to the staticpages directory) will work - if the url rewriting is off.
What\'s so bad about absolute paths, btw? Use them and you don\'t have to guess ...

Try putting the background in the table cell instead of the whole page.
