I was wondering is there a way to use 2 ip addresses or names for the site url in the config.php, thanks

No, there isn't. Best bet is to either have two different GL installs with their own apache virtualhost entries pointing at one database or setup GL on one IP/domain then create an rsync with it and all file except config.php and then youu can edit that config.php to be what you want and then set up the rsync directory as an apache virtualhost. ---The reason people blame things on previous generations is that there's only one other choice.
