Its been over a year, Smarty Template had a security flaw that was patched in may of 21. Is this CMS still being developed?

Yes it has been developed.

The Geeklog Template Library has changed a lot over the years and contains very little original code from the Smarty Template system it was first based on almost 2 decades agp.
