I renamed it to .tar.gz still same error, Renamed it to .tar same error. Unpacked it manually...OK.
I need to now upload to the plug-in dir?

Are you on Windows? If so, it could be this bug.

As Tom said above, you could install the plugin the old-fashioned way (uploading the unpacked files into their correct location). Or, if you are affected by the above bug, try creating a .zip file and use that.
