That looks odd. Can you file a bug report please and include the output of

SELECT * FROM gl_conf_values WHERE group_name = 'staticpages';

I did a complete wipe/re-install on my dev site and the issue is gone.
I had forgotten that I imported my other site's db for testing so the only issue would have been from an upgrade from 1.4.1 to 1.6.1
