$_CONF['language'] is supposed to be the name of a language file. So choose 'english_utf-8' (instead of 'english'), for example.

i optimized like this:
$_CONF['language'] = 'english_utf-8';

but not show again!!

i solved default_charset must be "utf-8" too..
Now i have other problem.. I am using forum ver.2.5 but i can't moderate!..
