cannot delete comments

I just upgraded to 1.3.9sr1 on justrage.com and now I'm missing the "delete" comment link on any of my stories. I've checked and rechecked the theme but everything seems to be there including {delete_option} in /comments/comment.thtml. And yes I've updated the theme with all the new files so I'm not sure why I don't see the delete option anymore. Actually, I'm using the new updated XSilver theme updated with my XFlame mods which doesn't change the comment- related files. I hope someone here can point me in the right direction...
