Yep, this is the method I was going to suggest. Just have a procedure that checks a pseudocron table every time there's a request for the index page.

It would only need one new table in the SQL, about 2 lines of code in the index.php, and whatever scripts you want run, possibly in a subdir called cron-scripts.

You could then have an option in the admin section to use either the pseudocron, manually set cron, or no cron. Ok, so this might need a table too.
