Theme areas without thtml

As the theme is being developed new, could any developer look at this bug please:
The areas "Exclude Topics and Authors" and "Show & hide boxes" of the user`s account settings are both being produced without thtml. http://project.geeklog.net/tracking/view.php?id=786
It is quite a problem that users can adjust too many things without the admin being able to stop it like "Content" and "Privacy". If there is no thtml to make changes then I have real problems. Users will try a lot of things and get lost.
