How easy would it be to produce a language version for Tibetan ?
I am thinking using Tibetan Script in Geeklog.
How easy in general is it to do this for other languages ?
This is a general question, I have no experience in this area but wish to produce a major Tibetan website with the option of Tibetan for at least some of that site, even if it means commisioning someone to do it ??

Make a copy of the english.php language files (of Geeklog and all the plugins), name them "tibetan.php" and start translating ...

There's also a geeklog-translations mailing list for the discussion of translation-specific questions.

What about using Tibetan Script rather than Roman Script for Tibetan, how would that work or would it work ?

Should work as long as you use the correct character set - probably UTF-8.
