missing text & blank buttons throughout 1.4.0sr5-1 (from 1.3.8)

I recently upgraded from 1.3.8 to 1.4.0sr5-1 and have a few glitches in appearance. I tried a few different themes to see if it was just me but the errors did not fix themselves.

in the admins only block it lists this:

GL Version Test (1.4.0sr5-1)

Menu Editor (N/A)

Spam-X (N/A)
Static Pages (134)
Stories (56)
Submissions (0)
Topics (9)
Users (1,687)
Visitor Stats (N/A)
Weather (19)


on every /admin/X page the top line is displayed as
[|]


all buttons on admin pages are blank and hard to press for they are about 1 char in width

on /admin/database.php i have NO buttons, therefore cannot backup via geeklog

im lost as to where to fix this, any help is GREATLY appreciated!

Make sure you're using the language file that comes with 1.4.0 and that your theme is up to date.
