Block that includes all links in a category

I want to create a block that displays all the links in a category. I know this must call one of the link functions, which I can figure out from the code, but am fuzzy on all the stuff which goes around it.

Not sure what your actual problem is ...
To get all the link categories, use something like
(which can actually be found in links.php).
