Featured Article VS Normal Story

hi all i have been looking to geeklog and i cant find out WHY there are "Today's Featured Article" and "NON-Today's Featured Article's"

does anybody have a clue ?

Featured should be the absolute top article for either its specified topic or homepage whereas the normal articles are all articles below it.

If you're theme-ing, you can make your absolute top story look different...

Also, the featured story will stay on top of the page even if you post new (non-featured) stories.
