I have a for-profit plugin I'm working on that will be GPL'd when I'm done. Basically it is a MLM-like plugin with some more bells and whistles outside the current scope of the current admin mail tool. My basic requirements are: 1) allow addition of individual users 2) allow addition of groups 3) allow web-interface for users to responsd to posts (if user response is enabled) 4) allow for archiving of all sent messages. This will be quite simplistic as I have a deadline but if you have other reasonable requirements I'd be willing to add them. Post your comments here...

The reason people blame things on previous generations is that there's only one other choice.

A config option to only have the Admin actaully create accounts. That way, its a privilage, not a right to be a user of a site

Or at least the option of the admin to enable/disable this feature. IE: either a user has to wait for admin to approve membership, or it happens instantly.
