If I create a user with only 'All Users' and 'Logged in Users' permissions, the user can post a news story successfully.
If I grant the user :"Story Admin" privileges, then the user can't submit a story. He can preview the story once, but can't save or edit it.
This message appears:
"Sorry, you do not have access to the story administration page. Please note that all attempts to access unauthorized features are logged"
What is "Story Admin" and should clicking it block a user from submitting a story?

There's a bug in admin/story.php. See this thread for the fix.
