How can I make the header-bg.png file wider? I did the mechanics on photoshop and paint to make a header-bg.png file that's 135 pixels tall, while keeping the same darker blue on the top, for example.

Then I uploaded the new file to the images in the theme directory.

So, how do I get it to display properly.

Stop wasting your time and get a pre made theme.

It is basically HTML in the file header.thtml. It would be a well spent hour if you try to understand the file. You could then change a lot in the looks of your site.
